The Operating Framework 2009/10
The Operating Framework, published in December 2008, sets out a brief overview of the priorities for the NHS in the coming year. It is accompanied by annexes which provide more detail on the priorities, how they are measured and how the new arrangements for managing the system will work. Annex C contains the 'Vital signs'. These are made up of three tiers: National 'must dos', National priorities for local delivery, and a range of indicators from which PCTs can select local priorities for attention.
