The world class commissioning programme is intended to transform the way health and care services are commissioned (specified and contracted), building capacity and capability to deliver a more strategic and long-term approach to commissioning services, with a clear focus on delivering improved health outcomes. The programme has four key elements: a vision, a set of competencies, an assurance system, plus access to support.

Commissioning Assurance Handbook
This handbook provides a detailed explanation of commissioning assurance, with a practical guide on how to follow the process. The aim is a consistent assurance system to review PCT progress towards world class performance and achievement of better health outcomes. This is delivered and managed by SHAs.
